CPD BURSARY POLICY


1. Purpose

Primary Care Learning CIC ("The Company") is a Community Interest Company dedicated to the education of the Primary Care workforce. In line with our Asset Lock and Community Interest Statement, we reinvest surplus funds to support the professional development of local clinicians.
This policy outlines the criteria and process for awarding Educational Bursaries.

2. Eligibility

To apply for a bursary, an applicant must:
  • Be a current, subscribing member of a PBSGL group affiliated with Primary Care Learning CIC.
  • Be employed in Primary Care (e.g., General Practice, PCN, MOD or OOH) within England.
  • Hold a clinical role (including but not limited to GP, Practice Nurse, Advanced Nurse Practitioner, Paramedic, or Pharmacist).

3. Funding Scope

  • Prospective Only: Funding is available for future courses only. Retrospective applications for courses already completed will not be considered.
  • Relevance: The course/qualification must demonstrate a clear benefit to the clinician’s professional development and/or patient care.
  • Financial Limit: The Company will fund up to 50% of the total course fee, capped at a maximum grant of £2,500 per applicant. The other 50% must be self-funded and not from another funding source.

4. Payment Structure

To ensure funds are used individually and correctly, the grant is paid in two tranches:
  • Tranche 1 (50% of the Bursary): Paid upon evidence that the applicant has booked the course and paid their share of the fees.
  • Tranche 2 (50% of the Bursary): Paid upon evidence that the applicant has completed the course /module.
Example:
Course Cost: £1,000
PCL Bursary Awarded: £500 (50% of total)
Payment 1: £250 (paid when student shows receipt for course fee of £1,000)
Payment 2: £250 (paid when student shows certificate of successful completion of the course)

5. Application Process

  1. Applicant submits the Bursary Application Form.
  2. The Board of Directors (or a delegated sub-committee) reviews applications quarterly.
  3. The decision is final.

6. Conditions & Clawback

  • If the applicant withdraws from the course or fails to complete it without valid mitigation (e.g., ill health), the Company reserves the right to reclaim Tranche 1.
  • The applicant agrees to provide a short summary/testimonial (circa. 500 words) upon completion for use in Primary Care Learning CIC's annual report.
